The Countermeasures Program's (CICP), which has jurisdiction for all Covid-19 vaccine injuries, has a higher burden of proof than the VICP, and proving causation in the VICP is no easy feat. Congress must act to move the Covid-19 vaccine injuries - including those already filed in the CICP - to the VICP to ensure justice is served.
